According to the Law of Ukraine, couples are accepted into a surrogate motherhood program if a woman has:

absence of uterus;
deformed uterus or cervix in which carrying a child is impossible;
incurable developments in the endometrium;
serious diseases in which pregnancy threatens the health or life of a woman;
more than 4 failed IVF attempts (although the embryos were of high quality, pregnancy did not occur).
